Blatantly infringing to freedom of movement right , including the entry and exit of a citizen ... is the correct behavior of a country member of the UN Human Rights Council ... ? Everyone we know that freedom of residence, freedom of movement, including the citizens have the legal right for the entry and exit has been clearly stipulated in Article 68 of the Constitution of the Vietnam Republic Socialist ... as well as in Article 13 of the Universal Declaration of Human Rights of the United Nations ... to which Vietnam is a member state ... unless otherwise proved that it was illegal citizens or are in time or enforcement orders pursues. However, the behavior of the ruling communist Vietnam today to citizen Pham Chi Dung and for many other cases in the past show that ... this communist country, although currently is wearing the shirt of member of the Human Rights Council of the United Nations ... but it seems like 2 words "human rights" seems to have no meaning at all in their eyes ...!
A member country of the Human Rights Council of the United Nations, with the roles and responsibilities advocating, monitoring and protection of human rights everywhere in the world but blatantly trampled human rights of the citizens of his country ... This action of the State Leadership communist Vietnam as a cold water ladle heaped on the UN Human Rights bodies this powerful ... and like a slap, slap straight in the face of the countries which had backed the Vietnam became a member of the Human Rights Council of the United Nations ...especially immediately prior to the session took place calibrated universal Human Rights (UPR) of Vietnam at Geneva (Switzerland) on next 05-02-2014 . Full of unruly behavior ... despite the law, despite the National Constitution and international law ... and despite the moral conscience of human from the Ruling Communist of Vietnam ... not only serious challenge to the International Community, but also a stain difficult to clean for the Human Rights Council of the United Nations today.
It is time for the International Community getting on ... and also is the time to rise to strong pressure from the International Community ... from the member states to force the government of communist Vietnam to respect and fully implement the proper roles and responsibilities of a national member of the UN Human Rights Council in advocating, monitoring and protection of Human Rights ... as well as thoroughly respected and fully implemented correctly Vietnam's commitments to the International Community in the past ... related to human rights in Vietnam. It is also the time for the people of Vietnam and abroad protest more and more powerful than previous acts of human rights abuses in Vietnam. Human rights are the basic freedom rights of human that anyone born in this world has the right to inherit by default. Human rights are not a commodity to be able to carry out barter or bargain ... and Human Rights is also not a gift to donate or be able to apply, to give... This is what the people of Vietnam the country need to understand so that be able to plan for how to think and how to behave correctly, realistically and practically right over ... especially in the context of growing repression and harassment of human rights in Vietnam.

After many unsuccessful calls due to phone of Dr. Pham Chi Dung was seized by police, RFI Vietnamese language finally has also been contacted. Dr. Pham Chi Dung said:

Then some police personnel to wear uniforms, suggested I go to a private room to check again, because according to them, my name is relatively common, coincides with a number of others.
But then there is a security officer in plainclothes PA 81 agencies under the city police, told me that my case is not exiting. I asked why, they said that the Swiss travel may be exploited by hostile forces, slanders against the State of Vietnam. So I go is not the case in favor.
Then they make records and keep my passport, stating the reason is the police in Ho Chi Minh City proposal, because I was banned exit area. They recommended me to the Immigration Department of the Ministry of Public Security to receive the passport.
But to me, then I do not need a passport get back again. Because from now on all my travel abroad by the State of Vietnam will decide, on the basis of the mental state of human rights when participating in the Human Rights Council of the UN.
If State Vietnam feels like to keep a little longer certain image about human rights, then they should at least respect the right to freedom of movement, right to the exit of a normal citizen, freely as Vietnam's Constitution stipulates. And if they do not need it anymore, I obviously do not need a passport.
And tomorrow I will officially write a letter of complaint to the Prime Minister and Minister of Public Security of the incident. At the same time informing the public and will be deeply UN organizations, the international human rights organizations, the U.S. State Department's round of Universal Periodic Review (UPR) took place in Geneva, Switzerland on upcoming February 5th.
